Get a paint stripper. It's a chemical solvent that comes in a can. You put it on with a brush and then it disolves the paint into a gelatinous mess. Then you clean it up with newspapers and a paint scraper. You can get all this stuff at your local hardware store. Please be aware that the odor emitted from the solvent is toxic. Make sure you leave the room well ventilated - open the windows. You may also want to buy a cheap mask for your face and gloves for your hands. Make sure the gloves are the type that the solvent won't eat through. Dishwashing gloves won't do. http://en.wikipedia.org/wiki/Paint_strip鈥?/a>

The floor should probably be handled by a professional. It may need replanking. Although it may cost you a pretty penny, it will pay off in the long run hopefully by adding value to your house.
