There is a very simple and effective solution to your problem. Get your hands on some methylated spirit, it softens all kinds of emulsion. Apply with a cloth, let it soak a and you can simply wipe it off. It does not harm the upvc.

Manually scrape it off. Don't use solvents as this will melt the plastic and make the window look worse.Good luck
