Why can't I make a black and white graphic from a color picture with MS Paint in Windows Xp?

When I had Windows 98, I could open a color picture in MS Paint, the go to IMAGE%26gt;ATTRIBUTES%26gt;BLACK AND WHITE and it would convert the image to a black and white drawing. Now when I try to do this with Windows XP, it just makes a black box or garbled image. Why can't I use this method with Windows XP and is there a solution for it?Why can't I make a black and white graphic from a color picture with MS Paint in Windows Xp?
Microsoft keeps getting worse ;)

Try a free Photoshop-like program like Gimp or Paint.NET.

It's easy and it does the trick
