What can you use to remove paint from vinyl block windows without scratching them?

We are building a new home, and have vinyl block windows in the bathrooms. There is a fine paint platter on them, and they need to be cleaned. Regular window cleaner will not remove it. Can we use paint thinner, or nail polish remover? Is there a special product out there for this purpose? If anyone has knowledge of this, I would really appreciate the advice on how to clean them. One of those plastic kitchen scrapers would not scratch the vinyl. You could also use a solvent designed for the type of paint it is, but make sure to read the can, and/or ask, to make sure it will not hurt vinyl. Goof Off, they also come in towelettes that may serve your needs. I would do a test area first. But this product does remove paint...
