How can I save custom colors in a Windows Paint program?

I need to save certain colors so I can use the exact same colors over and over in a comic strip. (skin tones, clothing colors, etc,) But whenever someone closes the program, whether or not the image is saved, all I get back is the original default colors. Isn't there a way to do this?

And if you don't know that, then maybe you can make my day and tell me what exactly IS the best surface to use with a laser mouse. 'Cuz it's not a mousepad!! I hate this damned thing. How can I save custom colors in a Windows Paint program?
