Click on the wonky looking star in the toolbox on the left side, and then holding down the left-click draw around the object you want to cut out. Then you can either move the cut object to another part of the picture, copy it and re-paste it elsewhere or even in another application or instance of paint or just hit the delete key to leave a hole where the object was.

How do I manually cut out a shape in windows paint?
I have the shape of a person that I want to cut out in a photo. I've pasted it onto windows paint, but am not sure how to cut the shape out...How do I manually cut out a shape in windows paint?
