You can not uninstall MS Paint from any version of Windows, it is a standard part of the OS. You can delete the exe file but that is not uninstalling it properly.

Then no one will be able to access it. Be sure to make a copy of it on a jump drive or something if you want to reinstall it.
Go to Accessories right click and select delete. EASY.
