I know that it probably isn't the best program to use but I'm too cheap to buy anything. I would also accept any websites that provide free picture editing.

Just right click on the picture, and select open with, then select paint. From there you can cut out stuff or color over it and what not.How do you edit pictures using windows paint?

Try a search for Snagit - older versions are free and much better than paint...
