How do you resize an image with Windows Paint?

I know you can select the whole picture then drag it to a smaller size but that always ends up making the picture blurry. Theres a way to change the height and width under Image/Attributes but that just cuts parts of the picture out to make it smaller. Is there any way to do it?How do you resize an image with Windows Paint?
1- Open Windows Paint.


2- Click image and then select '; Stretch/Skew';


3- Change the 2 100% to 50%
