Anything is better then Windows Paint. That being said I strongly recommend GIMP ( http://www.gimp.org/ ). GIMP is a FLOSS (Free Libre Open Source Software) program that is similar to Photoshop. It will allow you to edit photos and picture. It can save pictures into almost any image format and add effects like transparency, fading, smudging, blurring, etc.
If you want free software i suggest GIMP and Paint.net.


They both work wonderfully if you want to get a free program thats as close to photoshop as you can get.
try photo bucket. its really cool and you can edit a picture in almost any way! its what my sister and her friends use for myspace and they all have really cool pics of themselves to show to each other.

It's a little confusing and it's made for kids, but it has a lot of neat little stuff.
ANYTHING is better than Paint. Google ';free photo editor'; or something like this and you'll find a million of them.
