The problem with WMM is that it will only let you go as short as 0.25 of a second, which is not short enough to create smooth, good looking animation. Don't use windows movie Maker to actually compile your animation together. You should use a program specifically designed for animation purposes to actually compile your movie, then edit your larger clips afterwards in a video editing program like Windows Movie Maker. An animation program will make it easier to arrange, re-arrange, add and delete single frames. Typically, playing around with multiple single frames is kind of difficult and bothersome in video editors since they weren't designed with frame by frame animation as a primary function in mind.

To actually compile the movie, I'd suggest using Monkeyjam if you're on a PC. It's free.

AnimatorDV: Simple+ became freeware.

If you're on a Mac, you could try Framethief or FramebyFrame.

With any of these programs you can set the framerate of your video, and how long each image lasts onscreen (even as little as one frame).

This amount of control will help your stop-motion look less slow and less choppy.

Also, to get smooth animation you need smooth motion arcs, and you need to make sure your movement is always accelerating and decelerating smoothly. Here are some online resources about the basic principles of animation.

Look at the logic. Most TV shows as anime are running at 29FPS ( frames per second ). Which means? For a 2 minute anime, you'd need to draw 5220 frames of anime to get it smooth. Is that worth doing? It's not possible with those tools.

Learn flash for basics, which isn't bad.. or hire a 3-4 man team of drawers to make a real show..
practice you need to take frame references for making the movement smoother
