Are you taking a screenshot of a video, like in Windows Media Player? This will happen, because the codec (like DivX) that is used to interpret the picture is paused as well, so you cannot take a normal screenshot.
Some programs have a feature built in to take a screenshot of a movie (I've heard Nero does this).
You could always try SnagIt (http://www.snagit.com). It's not free, but you can download a 30 day trial and see if it does the trick.
