She says that to paint she would have to have the owners of the house pay for it. (I go thru a rental company) She also says that the house has been cleaned, when it CLEARLY has not. Rental agencies are agents of the owner. They can ask the owner to have it painted. When you move in make sure you do a move in report documenting all and take pictures of the shape of the unit. Have the management acknowledge the pictures and the condition so you will not be liable when you move out.
